The Double First Class initiative is China's most ambitious higher education plan, launched in 2017 to build world-class universities and world-class disciplines by 2050. The initiative grew out of the earlier 211 and 985 projects, which had identified about 100 top universities for extra funding. Double First Class expanded and modernized this system. It designates universities and specific disciplines as world-class, giving them additional government funding, better faculty recruitment, and priority for research grants. As of 2022, over 140 universities are designated, including all C9 League members and many strong regional universities.
A university can be a Double First Class institution overall, and individual departments within it can be designated Double First Class disciplines. This means a university may be strong overall but have particular departments that receive extra support. For example, Sichuan University is a Double First Class institution with designated disciplines in dentistry, mathematics and materials science. Knowing the designated disciplines helps you choose the strongest program for your field.
For international students, the benefits are significant. Double First Class universities receive more funding, which means better facilities, more scholarships and stronger faculty. They tend to offer more English-taught programs, especially at the master and PhD level. Their degrees carry strong global recognition and are valued by employers and graduate schools. Which universities are Double First Class? All C9 League members are included: Tsinghua, Peking, Fudan, Shanghai Jiao Tong, Zhejiang, Nanjing, USTC, HIT and Xi'an Jiaotong. Beyond these, strong Double First Class universities include Sichuan University, Wuhan University, Hunan University, Central South University, Tianjin University, Nankai University and many others. Regional universities like Yunnan University, Lanzhou University and Guangxi University are also included, which means you can find strong funded programs outside the expensive Tier 1 cities.
